Whistleblowers Not on Planet Supreme Court
[The Project On Government Oversight (POGO) Blog] 04-473): “We reject, however, the notion that the First Amendment shields from discipline the expressions employees make pursuant to their professional duties.” In other words, public employees who blow the whistle can be retaliated against. In making the decision, the court cites “the powerful network of legislative enactments”such as whistle-blower protection laws and labor codes”available to those who seek to expose wrongdoing.” Anyone who works with whistleblowers or who bothered to read the daily newspaper would know that this claim is complete fallacious - especially see the Congressional Research Services December 2005 report, the House National Security Subcommittee Briefing Memo on whistleblower protections from February 2006 (pdf), or POGOs report from last year.

GAO probes DHS grants to non-profits
[Homeland Security Watch] The GAO issued a report today on the program at DHS to earmark $25 million/year of grant funds to non-profit organizations for their physical security, a total that was funded in FY 2005 and FY 2006. In FY 2005, DHS had delegated these funding decisions to cities, which apparently displeased the appropriators, because they inserted language in FY 2006 that said that these grant decisions should be “determined by the Secretary to be at high-risk of international terrorist attack”
